General Policies and Procedures

All policies, procedures, schedules, fees, and deadlines are subject to change without notice. Course-specific and general policies, rules, and procedures in this career guide must be read in conjunction with the student confirmation letter.

Academic Dishonesty and Plagiarism

Areas of academic dishonesty include cheating, impersonation, and communicating with or assisting another student during the examination. Plagiarism involves representing words or ideas of others as one's own. Impersonation may involve having a person write an examination on someone else's behalf. These activities will not be tolerated and in the event of any incident, irregularity, or evidence of academic dishonesty, MREA will take any necessary and appropriate action, which could include referring the matter to The Manitoba Securities Commission if the individual is a registrant or applying for registration under The Real Estate Brokers Act.

Purchase of Courses

Individuals wishing to register for any one of the courses offered by the MREA may do so by contacting the Association's Education Department or visiting the Association office. Enrollment forms can be mailed, faxed, or e-mailed to the potential student.

Course and administration fees are payable to the Association. MREA accepts payments by major credit cards (VISA or MasterCard), cheque, cash, or money order.

Any cheque returned by the bank due to NSF (or any other reason) must be replaced immediately by certified cheque, cash, or money order, covering the original amount of the returned cheque plus an additional NSF charge in the amount of $25.00.

The course material will be sent out to the student by courier, when requested at the student's expense.

Course Registration

If a student does not complete his/her course within the specified period and wishes to continue, he/she will be required to re-enroll into the course, pay the required re-enrollment fee, and complete the assignments and examination.

Transferring course registrations from one individual to another is not permitted; each individual must register on his/her own.

An identification number is assigned to each student upon enrolling into a course and the student should record this number on all assignment submissions. The number assigned to the student will remain the same for each subsequent course taken.

Registration Extensions

If a student requests an extension to his/her expiry date, he/she is asked to submit a letter to the Education Department of the Association. The letter must outline the request, amount of time requested, and reason for request.

Enrollment extensions due to medical reason are dealt with on an individual basis, and must include a doctor's letter.

MREA, upon written application from a student, may extend the time period to complete the course requirements if, in the opinion of MREA, the candidate's failure to complete the course requirements in the prescribed time was due to exceptional circumstances.

Withdrawals and Refunds

To withdraw from a course after enrolling, a student must submit a request in writing to MREA within one month after enrolling in which case the student will be entitled to a refund of the enrollment fee less $50.00 for administration costs. Allow three to four weeks for refunds to be processed. To receive a refund, the unmarked course materials must be returned to the Association office at the student's expense along with a letter confirming his/her wish to withdraw. The return package must contain the student's name, address, and student identification number. If a student wishes to keep the course material, this should be indicated in the letter of withdrawal and the cost of $100 for the Encyclopedia, $50 for the course workbook, $15.00 for the course assignment booklet and the administration fee of $50 will be deducted from the refund.

Course Assignments

Each phase of Real Estate as a Professional Career requires the completion of three assignments. The completed Assignment Booklet is forwarded to the Association office for marking, either by mail at the student's own expense or in person. The marked Assignment Booklet is then returned to the student. The mark received on assignments has no bearing on the examination mark. The Principles of Appraisal course also requires the completion of an assignment booklet prior to writing the examination.

Examinations

There is a three-hour examination for each course, which is based on content of the Workbook, material referenced in the Encyclopedia for course, and the assignments. The format of the examination differs with each course. The pass mark is 70% out of a total of 100 marks with no credit for marks obtained on assignments. Examinations are regularly scheduled in Winnipeg and Brandon. There are several other examination centres in Manitoba for students residing in other parts of the province. There is an invigilating fee of $75 for any examination written in such other examination centres. The location of a student's examination centre will be provided as part of the registration materials.

A student who fails an examination will be given an opportunity to rewrite the examination provided that the rewrite examination is written within one month from the original examination date. The rewrite examination is worth 100% with no credit for marks obtained on previous assignments or examinations. The fee to rewrite an examination is $75, payable prior to the rewrite date. Failure on a rewrite examination will necessitate re-enrollment in the course.

Along with their exam marks, students receive an examination comment sheet on which the examiner will indicate areas of weak performance on the exam.

Examination results may not be obtained from MREA by telephone. MREA will provide students with examination results by standard mail within approximately 10 days of the date of writing the examination.

The privacy of students will be protected by MREA; no personal information will be communicated to a third party including the employing broker without the express written consent of the student concerned.

The examination is supervised by an examination invigilator who is responsible for seeing that examination procedures and rules are followed. Any one who is caught cheating during the examination will face an automatic failure on the examination and can face disciplinary action by The Manitoba Securities Commission.

Cordless, non-printing calculators of a reasonable size are allowed. Programmable calculators which store data (including any calculators with alphabetical keyboards) are NOT permitted.

Students are allowed to bring the Real Estate Encyclopedia into the examination room, but not the course Workbook. NO notes, other books, briefcases, or papers (loose-leaf or attachments to the Encyclopedia such as tabs, labels, etc.) are permitted in the examination room.

All cellular phones, pagers, watch alarms, or any other device with a beeper must be switched OFF while you are in the examination room as they are distracting to other students.

Students who arrive late for the examinations are not given extra time to complete the examination and will have missed the instructions. Students must arrive 15 minutes before the scheduled start of the examination.
